Just in case the problem is not fully solved in regards to bits dropping off F.15s maybe they could fly upside down over built up areas and train the pigeons likewise

As the article states it was an external fuel tank that is hanged below the plane which are normally dropped when empty or when going into a dog fight.
The reporter writing the article also needs to check his facts the F-15s are not due to be replaced with the F-X project it's the F-4s. The F-15s are not due for replacement until the next decade.

Perhaps you should finish reading the article. It never said the F-15s were being replaced. Instead, the last sentence says:

Of course you don't. Nobody does. Yet if you're on the ground with a dogfight going on overhead, at least you have a chance at seeing the droptank falling before it hits you. The tank is the least of your worries. Now think about how you're going to dodge all those spent 20mm cartridge cases that get ejected when the cannon on the plane fires (not to mention all the 20mm rounds that miss the intended target and travel until gravity pulls them to earth).

Thanks Fadamor, I really want to start my morning, hmm, what would I do if all those spent 20 mm cartidge cases that get ejected the the canon on the plane fires having gravity do it's thing fall over my family and me, real nice thoughts early in the morning, keep them in mind as i go and take a shower, ah yes, F 15s falling over me, where could I run to?? Maybe no where just sit there and wait to die in a ball of fire?? Or maybe I can just imagine that they are soft, fluffy soft feathers as Domingo was so nice to eloquently phrase it? Have a nice day and better to watch out for idiots in their cars, trucks, bicycles than to worry too much about jet fighters flying over Tokyo.

Oh dear, another F-15 problem on Tuesday. In the latest incident, an aluminum buffer part 7 centimeters in diameter, 0.2 millimeters thick and weighing 6.4 grams, fell while the F-15 fighter based at the ASDF's Nyutabaru base in Shintomi in Miyazaki Prefecture, southwestern Japan, was on a training flight mainly over the sea, according to the base.
Not the size of a drop tank though...

Geez! I am so relieved that Wanderlust gave us this latest info! And thank god it fell down in middle of no where Miyazaki instead of center of the universe, Tokyo!

LOL. Just accept that when "it's your time" there's not much you'll be able to about it. War is hell and the civilians get stuff dropped on them all the time: spent rounds from aircraft/anti-aircraft fire, shrapnel from flak or missiles. All that stuff shot up into the air has to eventually fall somewhere. I wonder how many deaths occur each year in the Middle East from celebrations where the victors are shooting their guns straight up into the air? Those bullets return to earth with lethal force (though certainly not at the same speed they left the gun barrel at.)
