    No doubt the front of said guideline will be subtitled; "How to expedite the cover-up process and NOT get caught!" and, "How to build effectively on massive fault lines: just because they're there, doesn't mean there'll be an earthquake some day!"

    Sheesh...... As many times as they've had to evacuate Tokyo when Godzilla felt the urge in the past for a little urban renewal action on the Kanto plane, this should be a snap.

    I thought the mayor of Kashiwazaki did quite well in reacting to the situation - summoned the director of the plant to his office, told him to shut it down immediately, and gave the man a dressing down in front of the world's media. (I'll admit to being slightly biased here - the mayor is an ex-colleague of mine.)

    The fact of the matter is, though, that the problems wouldn't have been seen as so bad, if TEPCO hadn't lied about them, and then lied about lying about them.
