Ok, advisory, not mandate, but better than nothing...on one end. How about the measures to prevent Brazilians and others with virus from coming over? Perhaps emailing/faxing copy of medical all-clear letter stating no zika is in the soon-to-be traveller's body?

"Japan urged sick travelers to report Zika symptoms", the headline says. I wonder why the story did not mention any of the Zika symptoms to help in public awareness so they can tackle the illness more objectively.

Zika will never spread in Japan. Its a mosquito

Zika is a virus. If an infected person brings the virus to Japan and is bitten by a mosquito here, it is possible that that mosquito could infect other people - though I don't know if the particular subspecies endemic to Japan are capable of being a vector, but seeing as they are capable of transmitting Japanese encephalitis, a related virus, they likely are. https://en.wikipedia.org/wiki/Japanese_encephalitis

There is a huge difference between "its a mosquito" and "its transmitted by mosquito". On the first place Zika is transmitted by several species of Aedes mosquitoes, so the Aedes albopictus (that we find in Japan) can very well be a suitable vector, additionally every year Aedes aegypti mosquitoes are found in traps around the international airports of Japan, so experts think that its just a matter of time the favorite vector of the disease colonize Japan

On the virus side, Zika can complicate other health problems and its described as a dangerous pathogen during pregnancy, If it comes to Japan (where nobody has antibodies against the disease) suddenly all pregnant women become susceptible to losing their pregnancies or getting a child with severe and permanent disabilities. Also, viruses change and can increase their pathogenicity suddenly like it was the case with West Nile Virus, a disease that in Africa was always a mild fever with very sporadic complications suddenly became an infection that produced thousands of deaths because of encephalitis when it entered North America. That is a risk that always has to be considered.

It might be hard to report anything since most virus carriers are symptomless. This has been the problem in Brazil. The first sign of infection was when a microcephalic baby was born.
