in other words they are there just to provide 'First-Aid' and that was the reason China was not willing to seek their help from very begining. Anyway, it is a part of diplomatic relations and people will welcome it.

In my opinion, As China's side, we usually do not want to bother friends too much. So the local government maybe first led the medical team to a big hospital.Because it's more easy job if compared with the quake-site. Thanks very much for all the kindly help Japan offered.

Only 23 personel medical support team, surely japan/other nations can send more people for medical support.
Quake crisis is good time for more kindly help/goodwill among humanity/nations to overcome woes of sichuan crisis.
