As Gavinova states, open roads there are dangerous for any driver. Let's not go into wild speculations about whose fault it is, it could have happened to anyone at any time.
NZ and Japan are both pretty low on international driving-safety leagues. I've heard from Kiwis that it's because there's so much drink driving going on in the sticks. I'm not sure why the Japanese are such terrible drivers. My private theory is that, sealed off from society inside their car, they can really relax and let go, safe in the knowledge that no-one can see their face, and as a result the unchained ego takes over.
Would agree that there's a lot of drink driving in NZ, and not just in the sticks - would attribute much of it to a lack of good public transport. There are daikyu services here, but those and taxis are v.expensive.
My colleague's dealing with the insurance claim for these students. It's all very tragic.
