Hate to beat a dead horse, but we'll be seeing more of these numbers even if the global economy improves. Companies have already told the government that they can't work here if they have the world's highest corporate taxes, expensive electricity, and soon electricity shortages.

Though I am strongly inclined to adopt such a pessimistic appraisal of Japan's capacity to find a way out of its now multi-generational institutional paralysis and malaise, my read of Japan's history cautions me.
This is a remarkable nation. A remarkable people.

Australia a third rate power? Given its population it seems to punch above its weight. I think you also need to look at Australia's economic performance in recent years. Japan's economy has flatlined - Australia is one of the few developed economies seeing year on year growth. Give me a 'third rate power' with a decent economy anyday!
