WHAT??? but YuriOtani was just on here for three days straight telling us how Japan can single-handedly take on the entire world, and at the same time that NKorea, Russia, and China pose zero threat! What's Kan on about!?

Hmm... no offense Naoto-kun but I think that the population at large dont fell that threatened. The MSDF is far better armed than the NK navy and we dont see much terrorism in our waters either. Can you elaborate?

Well, he has to get them pumped up about something, right?
If he talks about incursions on disputed islands, he gets China and Korea all hot. If he talks about assisting this or that country, then he gets someone's hackles up.
NK is an easy topic for exhortations to vigilance. Why not? It is also a great way to let NK know that it is still on the radar despite its nicey campaign recently.
And YuriOtani is absolutely right if one can see the difference between a "threat" and a relevant threat, and Japan's ability to address these kinds of threats. He overstates his case because of a language deficit. Japan is in a great position militarily for its likely needs. Better than either Russia, China, or NK.

I am of the opinion still that bombing pirate ships w/ post-dated natto would be an effective deterrent especially on hot, sweltering days.

Is my math wrong? Not to be sarcastic, but if the yen rate were at 100 yen to the dollar. Isn't 300 million yen, 3 million dollars? I don't think you could live comfortalby on $20,000 dollars a year. I know I couldn't.
