It's got more to do with rising prices of imported foods and less money for eating out than anything else. Consumers aren't voting with their feet, they're just buying what's available in the supermarkets.
A short while ago, there were reports that Japan couldn't grow enough food by itself unless I'm mistaken. How, in such a short period of time could the country have reversed this trend? Suddenly we have a massive outflow of people from the cities to the country wanting to be farmers and fishermen?
It's amazing that they were able to switch from Chinese vegetables to the locally grown stuff in the blink of an eye - and with barely an increase in price - despite a 40% self-sufficiency rate.
Good news. Notginger is correct. We'll see more of this trend as prices for imported foods continue to rise, it makes more sense to look to domestic production.

My garden has been full of stuff lately its great but come winter it will no doubt be more trips to the super & some of the veggies will be imported southern hemisphere stuff
