I think that Japan can say just about anything it wants, then again, it should keep in mind that "possession is nine-tenths of the law." Considering that the South Koreans currently control these islands, I don't like Japan's chances of assuming ownership in the near future. Furthermore, any bellicose chest-thumping would have a number of negative outcomes in the region vis-a-vis relations with the Korean Peninsular, relations with the US (which has its own agenda in the region and would prefer to remain neutral in any spate between South Korea and Japan), etc.
Joint administration would be the ideal option, but is unlikely to happen. With islands with such a mixed history as Takeshima, sharing would be the most "fair" thing, but since when has fairness mattered in international politics.

An integral part of Japan all right...when I hear "Japan", I think of Tokyo, Kyoto, Hokkaido, and those rocks in the sea.

Whether they review the plan or not really does not make much difference now.
We already know their previously stated intentions are their real intentions.
