TOKYO —
More than 20% of the central government’s budget of around 20 billion yen provided to municipal governments for the purchase of books for school libraries in fiscal 2007 was misappropriated, education ministry officials said Saturday.
Most local governments told the Ministry of Education, Culture, Sports, Science and Technology that they had used the money for other purposes because of financial difficulties, the officials said.

how long have you been here? rjd is more accurate. the money went to a hostess club and other pleasures. no one got milk unless it was a fetish they payed for.

Where did that come from ? It would certainly raise the next question... what happened to the money allocated for "milk for hungry children" ???
