While the rules of the road have certain rules on who gives way to who, out at sea, in actual practice, the small gives way to the large.
And JMSDF ships do not embark harbour pilots when they are in Japan. So it is the CO's responsibility to make sure that the ship goes in and out of harbour safely.

They dont really blow this story up that much, would hate to see if the USS GW hit that little work boat. It would have been the story of a lifetime, and they would think the world was coming to an end. Guess they would not have seen it coming either.
y2pbigdog - was just thinking the exact same thing. There needs to be an investigation of ship driving/piloting/whatever it is they do, as this kind of thing seems to be happening far too often.
I can envisage the classic Bob Newhart sketch "the Driving Instructor" being played-out on the water in Japan somewhere...
"At what speed were you going when the skipper jumped from the boat?"
"... And how far had he gotten in the lesson?" ... "Backing out of the harbour?"
"OK.., so you were backing out, you hit another boat, and thats when he jumped?"
"You're going too fast!!!"
Japanese navigators should hand over control to their American counterparts - really! They (the Japanese) obviously lack the knowledge and skills. Only then will it prevent someone from getting hurt or killed.
