I'll be interesting to see the outcome especially since the plane had made two apparently normal landings earlier in the day. Good to see nobody got hurt! Let's hope the SDF pays up to the farmer who got his crop "shaved and smashed"
Brake failure most likely. These aircraft used to reguarily runoff the end of the runway at Haneda when they were in service with ANA and JAL. That was the main reason that they were retired from use in the civilian sector.
The YS11 was Japan's first domestically-designed/produced aircraft after the war. As such, lots of people have a bit of a soft spot for them. Reading the story, with stops off here and there, it seems that this aircraft was doing a postal/personal run to and from various bases. This might have had an impact on the brakes.
Midnightpromise, it would lock the wheels and besides it is a subsystem of the brakes and was probably failed as well. Locking the wheels could lead to landing gear failure which would of been even worse.
Oops! Glad no one was injured, though I'm sure the rice farmer is probably pulling out his hair in frustration that such a big swath of his crop was ruined. Hopefully there'll be some kind of payout to offset the farmer's resulting loss of income!

The YS-11 is a nice plane ... I hope they don't write this one off. I'm not surprised that they all walked away uninjured.

I guess their reverse thrust doesn't work that well either. Don't those props have reverse pitch?
