Except that IF the report is true (and don't forget, this is the same media that claimed a rocket was launched an entire day before it actually was!) it would be the second launch this year. My guess is you're partly correct in that it's a cry for attention in a way, but I wager it's more an attempt to overcome the embarrassment of the last attempt.

Right, here's the keywords in the title 'Japanese media'. Would this happen to be the same bought and paid for media that fails to criticise Ishihara and his ilk.

The only timing is surely the hurry to clear the egg off our Dear Leader's face.

The last rocket/missile fizzled out and dropped into the sea, and from then till now is about the amount of time it has taken to re-educate everyone and to roll out a fail-safe replacement, I guess.
