TOKYO —
The Ministry of Land, Infrastructure, Transport and Tourism said Monday that a new toll-free program for expressways in the disaster-hit Tohoku region will go into effect on Dec 1.

Why not abolish all tolls nationwide? That's what other developed countries do. Lowering the cost of transport will stimulate the economy.
