    He actually sounds rather switched on. If and when Japan sends its SDF to Afghanistan, the local's perception of Japan is bound to change whether or not Japan's troops get involved in humanitarian operations or something more force-oriented. When this happens, organizations like this NGO which is clearly Japanese could find themselves targets.
