NHK(Nippon Houso Kyokai) has a reputation for press-censorship in the past, especially when they broadcast such a sensitive issue like "crimes against humanity". This is not the first time NHK misrepresented the historical event and factual matters. They go to any length to restrict the freedom of speech and expressions, by deleting or altering the commentators' speech that confront the JP government over political and historical perspectives. After WWII, NHK has been harboring the ideology of Japanese Nationalism through an ostentatious promotion of Emperor Hirohito, as well as sublimation of nationalism with a hymn of Japanese National Anthem "Kimigayo."
Personally, I'm glad with the decision made by a decent arbitrator(the BRO).
For NHK's press-censorship, see the article below.

If I am not mistaken, this was the program on sex slaves that was CENSORED just prior to it being shown without consulting those who made the program, although I cud be wrong you have to read major paragraphs btwn the lines of kyodo "reporting"
This story originated from the action by a weak-headed person, former Prime Minister Shinzo Abe. He was the Vice Chief Cabinet Secretary in those days.
He put pressure upon NHK not to broadcast the program, about sex slave.
The Broadcast and Human Rights/Other Related Rights Committee? Only in Japan. Do the other related rights relate to broadcasting or human rights? They are pretty similar issues after all...
