Yes it does. Well it did when I first signed up for my gaijin card - there was a clause that blatantly said "please notify you nearest ward office should you move".

What they're probably trying to say is they want a system to FORCE DISCLOSURE OF PRIVATE INFORMATION ON FOREIGN STUDENTS. Doesn't sound so warm and fuzzy when you say it that way, though, does it?
I guess JT crowd here forgot the story about the meeting of city officals with high % of immigrants where they weren't getting the proper funding from the central government because of these immigrants failure to register after they moved.
