    Great idea. But how do we get rid of them? Who gets rid of them? Who pays for it? Who verifies it? How do we monitor it once we get rid of them? How do we account for them? How do we account for individuals/groups that have already acquire them? How do we account for individuals/groups that will aquire them in the future? What happens if a country or group decides to change their minds after the fact? Etc etc etc etc etc..........
