An earthquake with a magnitude of 5.5 struck off the coast of southern Chiba Prefecture at 5:26 Friday afternoon. The Japan Meteorological Agency said no tsunami warning was issued.
The quake's epicenter was 20 kilometers deep, the agency said. It measured a 3 in Chiba Prefecture and a 2 in Tokyo's 23 wards, Ibaraki, Saitama and Kanagawa prefectures.

There's a magnitude increase in earthquake activity per magnitude decrease from 9. M9 happens once every 10 years or so, M8 once a year, and so on. M5.5 happen several hundred times a year. Media outlets just took a liking to reporting mundane news. Shindou 3 isn't strong at all, and 20km deep is pretty far from the surface and has that much less energy.

Anyway, Japan and Mexico belongs to the "Pacific Ring of fire", that explains it pretty much.

Most of Tokyo is on land that minimizes shaking (though susceptible to certain frequencies and high amplitudes) and uses anti-seismic construction in buildings, so not rare at all. Probably saw curtains sway or something like it though
