Wow - I would have thought they need many more than that to maintain services. 1,545 does not seem such a high number for all the bureacracy in Japan...

Civil service jobs has no creativity at all, it is for yes boss, yes sir, type of job seekers.
They love the life time security of the pay, their jobs, give them that.
Have you ever entered ,into government centers/departments and saw creativity/ innovativeness there?

When I lived across the street from a national government office I was always amazed at how the office was full of people looking busy at 4:59 and empty at 5:01. So, these people will have a wonderful life balance. Eight hours at work and 16 hours with the family, hobbies, or relaxing at home. Great! And they can save their creativity for the off-hours.

Borscht I don't know which area in Japan you live in but in Tokyo it is a different story. I currently work for the J-gov't here in the states and I got many co-workers who are enjoying there life in the states because it is not as hectic. These workers can go home at a decent time between 6 and 7 compared to Tokyo when they were burning the midnight oil. He said some nights he wouldn't even have enough time to sleep. He'd sleep in the taxi on the way home, take a nap, and then go back to work around 10 in the morning. I asked them why they work so late and most reply and say it is for Japan and they feel they have a responsibility to do so. Plus there are many oyaji civil servants who don't do jack...kind of like my boss and get paid just to sit there so they got to cover for them too.
My co-worker did say however, that if he would move to say Nagano or something, it is a different story and he'd be able to go home around 6.
