    Unless I am mistaken, the arrested individuals have admitted what they did. Of course, you could argue these admissions have been forced, however in addition to this, it has come to light that the former governor and former vice governor privately told certain people whether they had passed their tests or not before the official time for announcing such things. So, my quips aside, one could say that there are certainly things to at least be concerned with in the realm of education in Oita.

    is a classic distraction tactic. It's irrelevant. I've lived here over 60 years, born and bred. Now that's out of of the way.

    Guilt is yet to be proven in this case.

    Now, I understand what you mean by a distraction. Thank you for clearing that up. I agree with you. In all seriousness, these people are, of course, considered innocent until proven otherwise.
