The Japanese government shouldn't worry about the foerign population increasing any higher because it won't with the new gaijin card rules which will flush out all the unwanted gaijin in Japan.
When it's time to go apply for our new Ministry of Justice gaijin cards three years hence, the line will extend from Tokyo Nyukan all the way back to Shinagawa Station. :( They will have to mobilize the omawari-san to keep us from blocking the traffic.
Or they could just continue to employ those rude idiot drivers who drive the buses between Shinagawa and Immigration Prison Island.
How many illegal prostitutes from the Philipines, China, Korea, Colombia etc..are here in Japan? No idea, since they are here illegally, oh how about from Russia, and many Eastern European countries? They only come out at night and what would our sukebe nihonjin friends do, with out all the girls from so many countries, that these J dudes can't get enough of?
Most of these immigrants come from economic difficulty in their own country. Usually the first stage for the immigrants, they take the job that only few Japanese want. Over time, like in the U.S., these immigrants will contribute to the diversity of Japan. Most Japanese people will change to understand other cultures and values, but Japan might be the most difficult.

And we are all completely unwelcome. Let's all not forget that. At least from the government's point of view.
