I have read many news of the reconstruction of the cities in Tohoku. Both the authorities and the people are suffering because they are trying to make everybody happy and not make a hasty decision in reconstructing the devastated cities. At some point, they have to meet halfway on everything. I hope they come to that soon.

“We have to learn how to react to situations beyond our expectations.”

They should talk to the people who lead the evacuations for the Mississauga disaster. Those people were regular folk who managed to evacuate 200000 people in a matter of hours, without disaster management plans. They can certainly learn quite a bit from those folks, as they managed to go from unprepared to the most studied evacuation in history.
