Whilst North Korea provide the perfect excuse to carry out these kinds of upgrades, they are, in reality, also a response to increasing Chinese belligerance.

Who is paying the bill? USA can't afford tours of the White House and other options such airport controllers. (Tourists should not book vacations there.) How can the USA finance this cost?

Don't be so negative. With a little luck maybe they elevate to us the condition of pets.

"You scratch my back I'll scratch yours".

The amount of that happening between Japan and the US of late is pretty sick. At any rate, people who were hoping the base relocation deal in Okinawa isn't going to go through had better prepare for its start.

    "Who is paying the bill?'

If the US is not able to pay the bill as you have so indicated then I suppose this will fall on the Japanese Tax Payers.

The Defense Cooperation is now much more relevant on CHINESE AGGRESSION on the SENKAKUS which becoming bolder and bolder each time passes by. It is not unusual that shooting war may erupt because if waves of modern fighter jets are used by CHINESE Air Force, Japan cannot and have no capability to drive them away except for shooting and ready to fight for it. SHowing and scrambling F-15 jets cannot scare equally-armed and agile Sukhoi S-27 and SU-30.

Earlier today, Agence France-Presse (AFP) reported that "Chinese military planes, mostly fighter jets composed of UPGRADED Sukhoi SU-27 and SU-30, made more than 40 flights close to Tokyo-controlled islands at the centre of a territorial dispute on a single day this week.

The flights took place on Tuesday, when eight Chinese marine surveillance ships entered the 12-nautical-mile territorial zone off the islands in the East China Sea, which Japan calls the Senkakus and China calls the Diaoyus, the Sankei Shimbun newspaper reported.

Just exactly what do you expect? Do you expect the Chinese military send in the maritime surveillance ships unescorted? It is this kind of twisted thinking that need to be corrected. China is not doing this out of aggression but to protect her maritime ships. It is very simple: those fighter jets did not violate Japan's air space, so what's the fuss?

I can even add that China send in more submarines which the press cannot detect, so it could be full scale air sea battle if Japan make the first bad move. Just keep the nationalists back in mainland Japan and all will be fine or else even US gets tired of defending Japan. You think the US citizens won't revolt and write to their Congressmen when they see Japan is the instigator?

The world expects China NOT to be sending in these para-military "Maritime Surveillance Agency" ships to start with. If China has a territorial claim let them take it to the ICJ and advance their case. China is acting as if they already own it before they take any legal steps to achieve it. It is THAT KIND OF TWISTED CHINESE THINKING that needs to be corrected..
