I'd love to know how the citing was distributed, and what language the original papers and the cites were. Knowing how Japanese companies love to spew out patents, perhaps it's similar with research papers with each person having a yearly quota, and all other Japanese institutes quote Todai because it's Todai.
WhatJapanThinks - comparing patents and citations is apples and oranges, and citations are generally done by people in all countries, not just within Japan. Japan "spewing out patents" and "quotas" is a strawman to boot, plus hardly unique to Japan. Here's a crazy idea to explain this story, maybe Japanese universities are simply just doing a lot of good research?

Well, usually it is 1 or 2 refereed papers per person, and another 2 or 3 (can be also more) as other publications.
