Interesting that the journalist uses the term "Under Japanese Law" about who is allowed to use X-Rays. Did everyone just conveniently forget that this was all taking place on a U.S. Base? And aren't US Bases considered territory of the U.S., and under U.S. Law? Even if those performing the procedure were Japanese, I don't think that they're legally subject to Japan. But correct me if I'm wrong.
