    That give everyone involved two months to come up with a constructive proposal on how to welcome the crew and at the same time put some positive procedures in place to maintain law and order. Or is it going to be like the BOJ Governor's replacement, and everyone gets caught with their pants down the day before his term is up?

    Sorry but one scumbag Nigerian spontaneously murdering a taxi driver does mean that there needs to be "positive procedures to maintain law and order" before the GW arrives. This was a rare event.

    Why mention the crime? Simply another way of JT ensuring the anti-military bias is clearly represented.

    But, the intent of the article is valid. When the Indy replaced the Midway, and the Hawk replaced the Indy, there was a short length of time where Sailors got stupid and had to be "retrained" as ambassadors on foreign soil. I would hope that training is going on right now.
