    I'm not very confident that this will solve the problem. But I admit it seems to be a serious effort.

    "Any member perceived to have a problem will be obliged to undergo counseling and other special education programs. Should no improvement be made, the person will be transferred back to the United States."

    I trust there's more to it than this.

    Ya right, who's going to admit to illegal drugs or other 'red flag' behavior? Just because one "passes" a check doesn't mean they can't commit crimes and other things.

    The navy is always gonna have idiots in it who drink and take drugs etc. The Japanese don't look to highly upon Naval officers because of lack of self conduct. When I decided to enlist my Japanese friend said ahhh?! Navy? No don't they are baka! But I didn't listen haha.

    This is only just a "feel good" measure. If the J-gov is really concerned about the mental capacity of people in Nippon, I recommend that they institute a similar survey to women receiving pre-natal care here, and maybe we could see a decrease in the crimes committed by mothers to innocent children.

    This survey will probably violate many personal civil liberties. I understand that when I signed the contract and raised my hand to obey orders, that I was giving up certain liberties.

    The comments about providing counseling, I have had friends that have gone through the Alcohol Rehab program back in the US by the Navy, and they come up with labels such as "you have a serious drinking problem if you have more than 3 beers in a two day period." All this will do is provide a way for many guys who don't really want to be here, to basically get a "get out of jail free card" and get sent back to the states. Not all of the people who don't want to be here are troublemakers, but some are rather stable. All this will do is keep the guys who want to stay here who may have some issues (I am sure that they will not answer honestly and will be able to determine which answers will result in their being able to avoid any counseling) with an avenue to stay.

    Bad idea I think, but being a good sailor I will fill it out when it comes my way.

    That said, perhaps too few noticed the spiritual darkness over Japan in the past five or so years. And it looks like it isn't too choosy over the nationality of whom it touches.

    Start with the Brass!!!! they are the ones doing the illegal and criminal activities. Read about sending innocent Japanese to Jail in 1959 who won court case against US military violating the Japanese Consitution, by having US military troops in Japan. Pressure put on Judge to find Japanese quilty, even though they were innocent and won case.

    LOL. First of all, a Japanese citizen can't sue the US military or the US Government in the same way you can't sue the JSDF or the Japanese Government over anything, so what you speak of is absolutely garbarge. That aside, your implication that the relationship that exists today between the US Government (military) and Japan is the same as that which existed in 1959 is absurd. You really think that RADM Kelly is out there committing crimes or has any influence over Japanese judges or any other agent of the GOJ? Try the opposite my friend.
