I'm at a national university, so I don't know exactly how Waseda works, but for students or prospective students in Japan a piece of advice how to get rid of the tuition problem:
1) national funded scholarship, usually covers tuition
2) good grades + poor economics home = exemption
3) well, can't get 1) or 2), then go find a job dude, the rice pads are waiting
4) you must be kiddin me, u don't have cash but you wanna go to the darnest expensive private unis? refer to point 3)
