Nakabayashi Corp will release a pair of scissors which can cut paper like a shredder does. It’ll come in handy for quickly getting rid of confidential documents or papers without using electricity. The attached brush makes it easy to clean up pieces of paper between blades.

This thing has been available for years in the USA in discount mags like "Harriet Cartier". The only difference is here they added a cleaning brush no one will use.

And when they say "confidential", they mean things that you would normally just throw away anyway. What they DON'T mean is things with SSN's, accounts, etc..

Actually, can't most scissors cut paper like a shredder does? You may have to make lots of tiny cuts but you can do it, right? Is this a time-saving device for people too cheap to buy a 10,000 yen shredder or, say, a 100-yen lighter?

I don't see what's new about these. Scissors like this have been widely available here in shops and through catalogue sales (Co-op/Seikyo, for example) for several years now. Several friends have been using them for two years at least.

That's fair enough, if it is something new. But what's "new" to Nakabayashi is old news to the rest of the world. As has been pointed out by other posters, many other stationary manufacturers have offered similar "shredder scissors" for years. Nakabayashi have not improved the product in any significant way, so it looks like they are just belatedly jumping on the bandwagon.
Look out for Nakabayashi's next new product. A revoluntionary writing instrument that uses a small ballbearing on the end of a thin plastic ink tank to transfer ink to paper and other assorted surfaces.
