Simple. Because 3rd world countries of central & south america can't get their act together. Are they ready to properly host the Summer Games? China was. Japan will be ready too.

If your question is about Brazil, that's simple: the level of lazyness. High for the africans and zero for the Asians. To be more accurate, the Japanese immigrants who arrived there in the early 20th century as substitutes for the recently freed african slaves and at that time, threated as same as the blacks. But different from the former slaves the Japanese immigrants worked hard and gained both prosperity and respect from the Brazilians through the years. On the other hand...
