The problems with sanctions, particularly with a rogue state like N. Korea, is that they never really affect the targets, being the central governments and the elites. As the article states, most of what foreign exchange the regime earns is from counterfeiting or trade in drugs, weapons and other illegal activities. Additional sanctions will do little to affect all this.
The best that can be hoped for with N. Korea is some sort of immunity deal struck with the senior military leaders if they stage a coup and then move toward reunification. China and the Russkies will soil themselves, but then that'd just be a cherry on top.
