It's a great park and a beautiful shot. You take what you can get in an urban concrete jungle. And the sun against the darkening clouds: that's what it was today.
Don't know why you're all getting the thumbs-down, other than perhaps the mention of the darkened background or concrete. I've been to the park several times and it's very easy to photograph without any signs of concrete or high-rises in the background. As for the sky in the background and the sunshine in the foreground, it's quite common in good photography; it's just luck getting it to happen when you're there with your camera. I've even stood on the line of shadow caused by a dark hailstorm cloud and been pelted with the little iceballs then walked five feet away and been in sunshine. Weird, but it's possible. Lovely shot, whoever took it.
Trevor, don't know about the photography but I find it hard to believe you could naturally get a photograph with such contrasting park and sky views as we see here. It looks very doctored to me, not to mention the fact that the weather in Tokyo today was as it says in the caption, sunny, not dark and overcast.
I think it's more likely they bumped up the contrast rather than darkened the image. But as far as I can tell, that sky existed in the picture when it was originally taken.
The darkness is a passing cloud because you can still blue sky in the upper left-hand corner. That park is enclosed with natural beauty with only a couple of buildings visible on the outside. You can really enjoy a lovely time there while forgetting that you are actually inside the city.

The park looks beautiful. The background weather looks rather out of place though, especially on an apparently "sunny" autumn day.

That photo likely has some photoshop touch-ups, but the dark sky is not one of them (other than maybe enhancing its colors).
