In every other country, "marathon" means 26.2 miles. But in Japan, "marathon," can mean 3K, 5K or 10K. So how far is this particular race? At any rate, nice to see somebody with some imagination. Hope she finished with the getup resembling a bowling pin.

That is just a bad description of the photo. Never mentioned as "Marathon" by any other than this source really.
This was a FIT - Charity run, sponsored by mostly banking industry. This sunday the 6th of November
10k /5k /2.5 walk and 100m relays Amateur but nicely organized and with about 7k participants.

Its quite common to dress up at competitions if you are not trying to hit records but just planning to have fun

There are all sorts of 5k runs everywhere. For an ameture it's a long slog. With my knees I'd only try it on a bicycle.
