Article 7. The Emperor, with the advice and approval of the Cabinet, shall perform the following acts in matters of state on behalf of the people:

2 Convocation of the Diet.

He is, here by, formally convoking the Diet.

Not as fun-looking at the Queen's Speech. I love royal pageantry, even if the Queen only has a little more power than the Emperor.
