Nothing good will happen by blaming. Instead we should always concentrate on what things we can do and how we can bring encouragement to japanese people. I hope you and your people can think of any help to them globwatcher.

I hear the design was by GE, American. It was an old plant and was likely to be retired in the next 5 years as the new plant was to be brought on line.

As a matter of fact, the engineering of the plant worked quite well. The reason we are not seeing a horrendous chain reaction of nuclear fuel burning more nuclear fuel deep into the ground and releasing highly dangerous amounts of radiation is because the systems that were designed to shut down the plants worked.
The reason why there is a crisis is because the engineering was not designed to handle such a large magnitude quake. It is an oversight that should definitely be corrupted.
The engineers that built and designed the safety systems of the plant are not "incompetent" in any sense of the word. What they designed worked exactly as designed. They may have been complacent in not anticipating larger quakes within a quake zone, but that is no way near incompetency.
