They don't look all that busy... they're just standing there as if they've never seen a fire before. Perhaps they forgot the fire drill or are having a meeting to decide what to do. Could be their lunch break perhaps..?

Naw, US firemen wear cooler looking helmets and jump suits. US policemen are much more professional.

Disillusioned
OK! I see a fire hose. I see 6 firefighters. I see one cop. I see a lot of smoke. However, I don't see anybody doing anything. Are they deliberating or are they waiting for the cop to determine if it is actually a fire?
