Thailand Prime Minister Yingluck Shinawatra does a curtsey as Emperor Akihito bids farewell after a tea party for leaders of the Mekong delta nations at the Imperial Palace in Tokyo on Friday afternoon. Leaders of the five Mekong delta nations, Vietnam, Laos, Cambodia, Thailand and Myanmar are in Japan to attend a summit meeting with Prime Minister Yoshihiko Noda on Saturday.

It's not appropriate for the head of a government to be bowing to the emperor. I remember all the flak that Obama got from media back home when he bowed to the emperor.

The American protocol is that the President is under no obligation to bow to the head of any other state. If he or she chooses to, it is up to them.
