It's surprising there's not a squad of official cleaners or volunteering granmnas "cleaning" the concrete from these "dirty" leaves. It happens all the time in Osaka.
i have an almost identical picture - same place but no people - from last autumn, and it's one of my favorite memories of that garden. The tropical plant building there is absolutely stunning. Can't wait to return during sakura.

Shinjuku Gyoen's 200 yen admission fee is well worth the price, I've been there several times.

The only park in Tokyo to have a no-alcohol policy though. Really puts a damper on hanami parties. Great photo though
