That's not a true or false question...

ask those accepted refugees what kind of torture they went through in the acceptance process. to be more real Japan does not accept refugees. and ofcourse they are very kind to them unless the refugees touch their land. Deliberate bureaucratic hurdles, endless waiting, breaking families,homeless lives and ofcourse a long stay behind the bars, after all these sufferings IF you are the lucky among the thousands you might get your acceptance letter with gray hair when you take start from your youth

Between Jan. 1982 - Dec 2011, Japan accepted 598 refugees out of a total of 11,754 applicants.

Well, not many. I lived in Japan for nearly a decade and came across three children who had been adopted by a Japanese. Each couple was older, actually, and did it for religious/humanitarian reasons. Legally, the children had to be adopted, but the 'parents' actually worked hard to raise the children as their wards, and not their children. And encourages the children to keep in contact with the families.

Who lived, of course, in war ravaged east and central Africa.
