Prime Minister Naoto Kan smiles after receiving a pair of plum bonsai trees from “plum mission” shrine maiden Yuko Tashiro at his official residence in Tokyo on Thursday. Dazaifu Tenmangu shrine, famous for about 6,000 plum trees in the compound in the southern Japanese city of Dazaifu, sends plum blossoms annually to the prime minister’s office as a harbinger of spring.

Don't know what it is, but put any "oyagi" next to a young, pretty girl, and he gets the "te-he-he" syndrome........

'te-he-he' syndrome is prevalent in all males, oyaji or not.
