Visitors walk through a tunnel under Tokyo Bay. The Tokyo metropolitan government constructed the 2,325-meter-long tunnel about 70 meters below the water surface. The 2.5-billion-yen tunnel, which is part of a water supply enhancement project for central Tokyo, will be completed in 2011.

I see the guy in the middle can feel the pressure starting to mount over how his Ministry of Infrastructure just handed another 2.5 billion to a construction company, and down the toilet for Tanaka-san public.
