Someone please define "fiscal discipline" and tell me why anybody without it would be allowed such enormous access to so much money.
You know how Japan's debt is some 200% of it's GDP, how there are unnecessary public works projects while schools crumble, how Ishihara was allowed to make a bank that lost tons of money, how the 12,000yen stimulus did nothing, how basic needs like baby supplies and food are expensive or mislabeled, how the Finance Minister himself is not focused on Japan's budget for at least 2 years, etc.
That's the opposite of "fiscal discipline" if that helps.
