Sure they back that It's the easiest way to cover their losses and their inability to stop wasting taxpayers money. It will turn out to also be the easiest way to create a recession.

they increased the tax on beers hoping to make money, response of consumers? buy lower grade happushu. So they decided to increase the taxes on happushu...what happened? Yes, sales of beer declined. Now, there is not enough money to support the bankrupt prefectures and they think increasing the taxes will increase revenues...a sure way to see a decrease in shoppers spending.
