they increased the tax on beers hoping to make money, response of consumers? buy lower grade happushu. So they decided to increase the taxes on happushu...what happened? Yes, sales of beer declined. Now, there is not enough money to support the bankrupt prefectures and they think increasing the taxes will increase revenues...a sure way to see a decrease in shoppers spending.

Not to mention the possible rise in cigarette tax. With it then compounded by the consumption tax.
