You gotta love the guy's tactics! He gives donations to Yasukuni and then in the next breath says he "is willing to meet the Chinese leader" in the next, and all while preparing his new 'apology'. So, if the Chinese leader quite naturally rejects any talks with Abe in reaction to obvious antagonism by Abe's actions, Abe can say he offered but the Chinese leader refused, and that the 'gift' to Yasukuni is personal and at worst a domestic issue, that he is keeping with past apologies but just 'rewording them for a Beautiful Japan', etc., and can pretend he had nothing at all to do with any inability for the leaders to meet.
