Japan can forget about ever having a permanent seat on the UN security council, the reason it was ever created was to prevent the kind of abuses the Japanese are prone to use.
The talks with Africa as well seems more of a complicated case of smoke and mirrors, nothing was stated about which food aid or economic incentives the African league will gain with cooperation.
