The problem is they want the airfield located further out into the water. The US and Japan reached an agreement, but the town has a different opinion, and the prefecture a different one too. What the locals here don't realize is the more they try and drag this out, the longer it will take. Nothing will get done, and Futenma will still be around.
Another thing with this is once the US leaves that airfield, anyone who thinks the Japanese government is going to let that thing get cleaned and torn up is sadly mistaken. The JASDF will probably move in, and the noise and issues will continue.

Dugons(sea cow) live in Ginowan. Aso and U.S. military will kill them.

I wonder if the sicilian or burikko actually know what they are talking about, first off there are no Dugons in Ginowan, they are in the area around the propsed airfield site. But lets all remember too that they only became an issue when the base move was proposed. NOONE gave any thought to their demise prior to the move discussion. They have been in trouble long before this, how convenient....(rolling eyes here),
2nd JASDF CAN NOT just move in there seeing as how the land is owned by private citizens and the government of Japan by law can not just take the land for that purpose. Also the JASDF have their own facilities at Naha Airport hence NO need to support a 2nd facility particularly one in the middle of a city.

LivinginOkinawa: Um, I live here. And US land turned over will have to be "cleaned". If the process becomes too burdensome, the land will be left as is. I feel the JASDF would love to have their own airfield. The C130 variants they fly can land there, but i don't think the F4's they have could. But the last time I checked, the city built up around the airfield, not the other way around. The land owner issue is not a big deal, the J-gov would pay them off (it's not as if the people that own the land aren't getting a lot of yen in this process, they are making out well).
And the Dugong is in Henoko, where they want to put the airfield. So the locals say move the airfield, the environmentalists say it will kill an endangered sealife, and the US/Japanese government have said lets just get this done.
If japan wants to defend themselves, then the US can leave. If they do not, and the US must do it, then we need forces that can respond quickly. So if Japan refuses to allow a base in the other 4 prefectures, then Okinawa it must be (poor people, they really don't need the aggravation).

burikko - I take it you know the dugong are not native to Okinawa (most brought from the Philippines). And a hell of a lot judging from the photos I've seen seem to get caught up in Japanese fishing nets.
I will await anti-fishing protests but won't be holding my breath.
