If Japan wants to get anywhere on the island issue, it should try to show some interest in Russia. For instance, the PM should learn a bit of Russian, so when Putin arrives he can greet him in Russian instead of a "how ya going?" English greeting. Can any of the ministers speak Russian?
I would actually like to see the u-yoku try to do ANYTHING to the Russian Embassy. If they broke Russian ground the Russians would simply shoot first and then not even bother to ask questions. The u-yoku would actually go slithering back to the J-government and demand help.
Anyway, that was just in answer to what sarge said. As to the article, progress is not 'unlikely', it's GUARANTEED not to happen.

Sure Russia wont let these islands return to Japan. The Russian has built airfield for their fighters to stay there and ready to strike Hokaido's Misawa US airforce base!
That's because Japan is going to insist that Russia return the islands.
If these talks are to progress, Japan must acknowledge that Russia, with all that oil to pay for their superior military, is the owner of these islands, and give up any claim to them.
