I think ASSO wants to use that as a reason to join AIIB. He's going to claim, "Now that AIIB is transparent, JPN will join AIIB."

China has an outstanding debt from ADB 13.5 Billion dollers, 1 Trillion 600 Billion yen. Of course Japan has to demand the transparency of AIIB.

More than 40 countries have applied to join the AIIB

Just rename it AIIB48 then Mr Cool Japan Aso will be happy to join.
