I think ASSO wants to use that as a reason to join AIIB. He's going to claim, "Now that AIIB is transparent, JPN will join AIIB."
ADB will be just a history soon.

China has an outstanding debt from ADB 13.5 Billion dollers, 1 Trillion 600 Billion yen. Of course Japan has to demand the transparency of AIIB.
