I hope the casino bill fails. But if Japan desperately needs cash, maybe they should open a casino where only foreign nationals are allowed to enter (like in Korea).

Not really news. I think they should go ahead and edit the bill to say: The only type of casino allowed will be the ones that have machines with lots of little balls. It has to be filled with smoke and the cash can only be handed outside. :-)

All lawmakers should be concerned with is ensuring regulation so that yakuza don't start shaking even more people down and a few other potential abuses get stopped.
There is already pachinko and lottery tickets anyway, and lottery tickets are a massive rip off.

There are PACHINKO PARLOURS, BOAT, HORSE, DOG races, Lottery tickets, GAME CENTERS with Casino style blackjack,roulette and poker in Japan...and they worry about addiction and ill will? PASS the damn bill and STOP delaying Japan! Open up like the rest of the world has....with a big corporation like MGM etc.....no YAKS will ever be involved!

It will take times to formulate Gaming Control Board regulations and organization. A lot of paper works, There was a parliamentary committee at last years' discussion time. Gaming Tax Income is the one Govt is looking for. They must be trying to figure out how they will simulate Black Book.
